I think the "public service announcement" has been considered the "correct" way to handle things for decades, and not only in transcription.
I've never understood why a specific issue can't be addressed privately with the individual who needs to hear it.
I still recall one department email that went out and then the supervisor said, "I didn't mean you, or you, or you" to a few of us.
This seems like a very ineffective way to get a message across, since the people who need to hear it are most likely the ones who think the message doesn't apply to them.
