No, you don't have to make up the time. That's why there are so many choices given when NJA happens. If you HAD to make it up, the option to take the time unpaid would not be given.
I wish somebody actually knew how to work the Gap Analysis correctly. Then, these NJAs would not be the norm in some areas. They definitely aren't using that system right. It doesn't take a rocket scientist to figure out when one area is constantly getting NJAs and other areas are constantly getting OT, people need to be moved around to different areas. Yes, it's a pain to learn different accounts but it's better than dealing with NJAs.
