you didn't pass the test? If they just say "at this time I cannot offer you employment" that doesn't necessarily mean you didn't pass the test. It could just mean that they rudely allowed you to take the test knowing they weren't hiring. It seems to me that a reputable employer would be willing to tell you why you weren't offered employment. But to answer your question, yes it can be so cut and dried.
