Of course grammatically it's correct to use a possessive apostrophe for veteran's affairs or veterans' affairs, but NOT in the governmental title; they dropped the apo, not me. =)
as i originally stated, this is how *I* would choose to do it... because the VA does not use the apostrophe in their title, I would not add the apostrophe. the TITLE is NOT The Department of Veterans' Affairs.
Same thing with "Childrens Hospital Los Angeles"; they dropped the apo in their TITLE. Grammatically, it SHOULD be Childrens' Hospital Los Angeles...but they don't use it in their TITLE, so I wouldn't add it.
Barclays Bank is another example. It's not Barclay's Bank; they too dropped the apo from their TITLE.
My choice to use an exact title (or a portion thereof as in the original example) has nothing to do with knowing how to use a possessive apo...
you prefer grammar over exact title...
so let's just agree to disagree...
