Give it a rest, it is grammatically wrong.
"Department of Veterans' Affairs" is right.
It is the possessive genitive
The Department of the Affairs OF the Veterans.
The apostrophe fell down.
Very few people know how to use the apo. They just neglect it because they do not know how to use it.
You are one of those.
